1 Till date, the government has sanc-tioned 32 grain-based liquor distilleries across the state and is providing the man-ufacturers a subsidy of Rs 10 per litre of alcohol. Moreover, the distilleries have to purchase the required grains and sell the produced liquor within the state of M aharashtra only, in order to enjoy the benefits of the policy. It also offered subsidies on this production – the eligibil-ity criteria being distilleries manufactur-ing liquor only from grains, as opposed to the conventional molasses-based produc-tion. A s part of its grain-based liquor policy titled "Food Grain based Liquid and Integrated Material F inancial Aid – 2007", the government of Maharashtra had approved alcohol pro-duction from foodgrains. Rather than focusing on the acute problem of malnutrition plaguing the state, the government is promoting a policy that is clearly meant to benefit only those with business interests. jowar is being used instead of rotten jowar, and distilleries are purchasing grains from dealers and not from farmers. Moreover, Right to Information documents have revealed the extent to which the claims made by the government have been violated – good quality hybrid. This policy will turn jowar into a cash crop and divert huge quantities of foodgrains to alcohol production, creating scarcity and causing food inflation. The government of Maharashtra is offering subsidies for liquor production from foodgrains. The project organised in three phases includes a review of local, national and global experiences of PIM, a state-wide survey of 163 Water Users Associations (WUAs), 163 WRD field staff and 4998 farmers and in-depth case studies of selected WUAs, and extensive interactions with senior Water Resources Department (WRD) officers, WUA office bearers, and representatives from NGOs, research organisations, community-based organisations, development cooperation agencies, and farmer producer companies (FPC).įunding: The project is supported by the Directorate of Irrigation Research and Development (DIRD), Water Resources Department (WRD), Government of Maharashtra.
